Default videos freezing lately

Lately a bunch of my videos have been freezing, its the worst when VLC is used and also videos in MPEG-4 wont load in WMP anymore either. I decided perhaps I should reinstall CCCP incase a codec got corrupted somehow and when I start the program it says "dicas MPEG-4 File Reader is present in the system and is known to cause problems. Can we disable it?"

I have no idea what this is or if I should disable it or not.

Please help a computer idiot

EDIT: I should be a little more specific, in VLC the video will freeze but the sound will continue as if nothing is happening
