i was wondering what is the best free Operating system that would be compatible with my hardware* and that could run windows applications
and that had a graphical user interface????

Yes, most linux distro's come with the same default 2.6 kernel with plenty of custom drivers to suit you. Unless you're like me andd you build your own kernel in gentoo, you're fine with almost any popular distro (i.e. fedora, my GUI-orientated choice).

I think you should go with SuSE. It would run great on the hardware, and SuSE is a great distro, seeing as it is very powerfull an configurable. Try it!

i agree with linnerd
go for SUSE 10.0 or 10.1
they are freely downloadable (if you have fast network connection)
or you can mail order them for about 15$
