does anyone know where to get a Windows Xp or Vista operating system in a different language like traditional chinese?

Microsoft would be the place since they also provide various language packs. You would have to order directly through them unless finding an edition available at a vendor you can order from. Usually copies seeing a different language are shipped to those regions for vendors there.

If you are simply looking to translate pages online that are non English the Windows Live toolbar sees a translation option on that. That was one thing noted when running across other languages seen on search results.
