Dell crashes when I attempt to reinstall

Please help!!!! Suspecting a virus, I loaded Symantec on my Dell that uses WIndows XP Home. Upon rebooting, I couldn't get past the dreaded blue screen, so I decided to go for the gut and just reinstall Windows. I can boot from the WIndows disk to get to the reinstall/fix WIndows option -- but the computer crashes with either option.

Should I just reformat the hard drive? Can I do that from DOS?

Yes you can reformat from DOS I *think* the command is format c:\ -u but I am not sure so google for it.

And also is widley known that dell is one of the if not the worst computer manufactures.

Ehhhhh.... I think Compaq's worse no? I mean they always have to have some sort of bright color to signify that its a compaq. lol
