Cant read windows7 options

I cant see the options in the windows7 control panel/folders. How can I change the background color or text color so I could read it? See attached pictures below

The theme has been changed. Right click on the desktop and select properties.
Bottom row is the basic themes. Select window 7 basic.

I think you ment select personlize but thats doesnt do anything

What did you do after Personalize precisely?

If you're not on the admin account log in as the admin and try the personalize again.
I'm curious though. Does any one else have access to your computer? Reason I ask is it sounds like some one has been playing in the theme settings or has installed a theme program like window blinds.
