bitrates?

ok i have a question, ive tried this on multiple converters and came up with more or less the same answers. [Example] I have this video in divx and the bitrate is 500, its 10 mb in size, now i convert it with the same bitrate in xvid and it comes out as 8.5 mb, then in the same bitrate in H.264 and turns out to be 11.3 mb. what i find weird is that if its the same bitrate it should be the same size correct? Because the bitrate is howmany bits make up a frame correct? ive never understood that, but i also know that H.264 is a better quality compression because if you compress a video in h264 by half the bitrate (250) it will be just about the same video quality. Any one please explain:confused:
 
it's just the different video formats. You said it yourself, they all compress the file differently so file size will vary between formats even though they still are rated at the same bitrate.
