Can i go into bios without a cpu or ram?

No- if you don't have both of these items, the computer won't begin to boot.

you don't need a hard drive or an optical drive. Other than those if you are missing something it won't boot.

that's like trying to start a car with no battery or an engine..

as for entering bios, it's usually f1 or f2 or f10, depending apon your make of computer.
