My hdd has 2 partitions (partition with data and partition with os and installed programs). I cloned (cloned with acronis true image 9) partition with os and installed programs. Now I want restore from archive. Is it 100% guarantied that data on partition with data will not be lost?

Nothing is ever guranteed, particularly with the integrity of data. That said, assuming you don't make any mistakes when restoring just the OS partition odds are slim that anything bad will happen.
Just be careful, and back up your data to be safe.
