Why Iarefilter Missing Files??

why when i Download the iarefilter program and run it
a pop up says that "MSWinSck.ocx" or one of its dependencies not correctly registered: a file is missing or invalid...
Help me out pls what can i do to get this program to work plsss...

I had a file for the winsox once but its in the other forum and Ive seen quit it. Sorrie man, cant help you any further
