Default Rules update

A post timeout has been introduced because of resent spammers who have posted a mass of messages before being stoped. The timeout is 25 seconds meaning you can only post a message every 25 seconds. The shouldn't be a problem for legitamate users but should stop spammers/spambots.

In one forum I go to they have a 50 second delay... I think that is too much. 25 seconds is just right. I second that. And we can't have someone flooding this forum either...
