The name of the bill is S.968 THE E PARASITE ACT. This bill allows the Department of Justice to shut down websites without Due Process or any court order the DOJ and DOJ Attorney General Eric Holder decide is copyright infringement.
Please read these articles, this bill was just brung to congress last week October 26,2011.

This bill combines the Senate Version of S.968 THE PROTECT IP Act and S.978 THE FELONY STREAMING ACT BILL and contains language that if you sing a kareoke song or film your Disney Vacation and put it on YOUTUBE and the video gets more then 10 hits you not only have to pay a $2,500 fine but you can go to jail for up to 5 years in prison.

There is a petition to stop this bill in the House THE E PARASITE bill from being passed.
