I think it will float if you spread your weight by lying/sitting down in it. Stand in it and holes will appear between the duct tape and it will go down.

Lol good luck with the boat. At first I thought this thread was going to be a spin off of mythbusters newspaper boat. There boat worked for a short period but it also frozen.

Maybe you could use trash bags on the bottom?
There was an event at this camp I went to. They used tape, garbage bags, and cardboard. Then they raced them a crossed a pool.
In that situation you can see some pretty abnormal things.... One of them had bags blow up on each side to use as "stabilizers".
