I have a Promotional System in place on my Forum whereby with enough Reputation you can get the power to Open and Close your own Threads. But mine is a good deal smaller by about 70.

Lol; that would probably do it too... depending on whether that Mod is asleep or not because he may no see the Unread Message

Well you could let the Mods have a "Override" option. So if a spammer decides to open a previously closed thread, the mods can override it.

That isn't on vBulletin. The ability to Open a Thread and Close a Thread are the same however you give it to.

every thread ends up going off topic and results in boostin up peoples posts givng them ranks they dont deserve so we should be able to lock our own threads
