Default directory permisions

I am using widows 2003 server. I want to set permision for a directory to allow a user named bob to see the the content of the directory and be able to open files BUT not be able to delete, change files or add files. I set the permisions of the directory to allow read and deny write. The user can still delete files. He cant change files.
How can I prevent the user from being able to delete or add files?

Is the user getting to the directory via a file share on the server. I would assume so but just checking.

I would check the share and directory permissions to make sure they are both giving the user the correct set of permissions. You could give the user read but deny change and full control permissions for the share.

You can also view the advanced security settings to check if the user has delete permissions.
