For rapid development and deployment of simple projects, I would recommend Autoplay Media Studio. It uses LUA as its built in scripting language, and even though it is only for smaller builds, I have made a media player in it once just to see if I could. They do have a free version here.
This is no substitute for major development, but I have used it to create front ends for programs that would otherwise take much longer to build in C# and the likes. In other words, I create the interface in that program, then use it to launch process's designed to do much more complicated tasks.
