How should I go about to set up time limits for a home wireless network for up to 4 users, ideally with individual accounts with 'profiles' and the ability to limit the time connected to the internet i.e. 2-3 hours max ?

If you use a router that has access restrictions you will be able to do what you posted on. A good router to use would be a linksys. There you can go under the administration screen and make access policies based on the MAC address or IP of each computer. This router will run you about $75

yeah just type in the router ip and go to settings, then Access Restrictions and it should be there you will probally need to set up static IP's.
