i use comodo software firewall and it told me that there was a vpn trying to connect to my computer, so I blocked port 22 on my router. However I notice I am still able to use google ssl and various banking websites. Don't all of them use port 22. How is that happening? is my router defective?

ssl doesn't use port 22, usually its port 423 which should be why it's still working. Also, I have seen some firewalls only block things one-way which could allow all outbound-initiated traffic through so if you do anything that needs that port, it might open it up specifically for that session.

You blocked the port for SSH which is secure telnet. Web pages use HTTP:80 and HTTPS:443 for communication. You might also want to block telnet at port 23. I doubt you will ever use it, but I could be wrong.
