What are the most common network problems and what are the solutions?

This really depends on the context and is much too vague to answer accurately in its present form. Are we talking about setting up a home network? Wireless or wired? How big's the network, are we talking thousands of computers or a couple?
If you're talking about a very simple home network then these days then I'd say there aren't really that many common problems - just make sure the relevant drivers are installed, you've followed the instructions given by whoever gave you your router and let DHCP do the work with all the address allocation and suchlike.
If on the other hand your situation is a lot more complex / specialised then there may be lots of potential pitfalls - but before identifying them you'll need to state exactly what it is you're trying to do

A network in a business environment. Basically like a network with about 10 to 20 computers and a server or two. Like your basic server which handles dhcp and all that stuff and maybe another server like an SQL server which does the database stuff. Or even bigger networks like 10 to 100 computers and more than one server. But if I have to be more specific, then the smaller one I mentioned first with 10 to 20 computers and 1 or 2 servers.

The most common network problems are the computer operators. Usually, the solution is for them to read the help files.

Re-reading this post, my answer sounds sort of smart alec. Forgive me, that isn't my intent. I mean to answer a very general question with a very general answer. But, I am serious, the most common problems with a multiuser network are the users. After a while you make adjustments for certain users to protect the network from them.

Your question is still very vague but here's some answers:
1. Users - as Russel has said they cause more issues than anything else.
2. Equipment failure - Cheap equipment fails all the time. Depending on what you use this could be a big problem or no problem at all.
3. Power outages - they can wreak all kinds of havoc on equipment.
4. Programs - I've had more trouble with networked programs or even stand alone programs than I've had with the actual network itself.

I would suggest the most likely cause for error would be setting up the DHCP / SQL servers with the correct permissions and so on, especially if it's a relatively complicated database setup then getting everything set up and working as planned could have one or two hiccups.
That said it still seems like we're stabbing in the dark here at what might go wrong, and I'd still say that while things of course can go wrong, this isn't a situation where there's one particular thing that everyone falls down on. If you need to set up such a network then I'd just say go for it, get what you need, connect it up and if you run into a problem then feel free to post back with the specifics so people can try and help resolve it!
