Yah, the server speedtest pinged must have had some issues with it. Your response times are very good with Google. Now, this isn't 100% of a fix, so try downloading a file from a very large site like Microsoft.com

Where I work, I constantly have to download service pack 2 for vista, so just try downloading it, seeing what your speed is, then cancel it:
