Processor Speed on Pentium-4

A pre-built PC, I presume? Some manufacturers lock the BIOS to prevent changes, because that would void your warranty. It's probably something like AMD's Cool & Quiet feature. When you're not running that many programs or the load isn't too high, it slows the CPU down to produce less heat. When you start playing games or use programs that use up the CPU's resources, it brings the clock up. Get what I mean?
 
I think its called Speedstep.

When your computer is idle and or not using many programs it clocks itself down. Uses less power that way.

That is something you can change in your BIOS. Set it to off.
