Hello, my monitor died. So I grabbed my spare and plugged it in. But it doesn't display an image past BIOS or boot menu. As I start windows, the monitor goes blank. With an error message (out of range 75.0 khz 60hz).

Google search tells me to start windows in safe mode and change display settings.
But as I try, I get the same error message - the monitor won't display an image in safe mode.

Is there a way around this mess?

He already tried that.

First impulse is the card has malfunctioned. if that's the case and the mother board has a VGA or a HDMI output, I'd see if those work.

There should be an option to go to safe mode in vga mode, not safe mode itself. That way it'll display in 640 x 480 which any monitor can display.

I'm trying with my onboard video, because my card doesn't have a VGA output.

These are the options I get, I don't see a safe-mode VGA option

Well apparantly , hitting 666666666 666 666666666666 rather than 8 during boot-up, will give you advanced user settings. And in there I was able to find a low-rez boot option.

I got it all fixed and working.

Thanks a bunch fellas!
