I'm going to buy this from newegg.com during black friday, so there will definitely be a sale on many of these items.
 
It can help, especially if you're overclocking, but you don't need it. I helped my friend OC his new one to 3GHZ with stock cooling (could easily go higher, but I didn't have any more time to play around with it) with the vcore an 1.4V, and it stays below 40°C.
 
looks like a good build. as for the HS, its not a must...but if u plan on doing any OCing, then get it :)
 
If my system will not run game smoothly(which i highly doubt) than i will be overclocking. other than that would it be safe to save the 30$? I have the money to spend but dont want to be spending it on something that will be completely useless

I am not buying my graphics card from Nvidia but thanks for your suggestion. i read up on some stuff and it sounds like the case i want to buy is pretty big.
