Memory not running according to specified speed?

I recently purchased (2x512MB) DDR2 800 RAM from newegg. I ran CPU Z on my computer and according to that program, my ram is running at a slower speed that it is supposed to. I think that my RAM should be running at 800Mhz rather than 400Mhz. Before I change anything in the BIOS I'd like to ask you guys whats going on and how to properly fix it so I don't accidentally set my computer on fire. I think one of the problems could be that the ram I got is designed to run at 1.9Volts but my CPU (according to CPU Z) is running at 1.312Volts. This might be the problem or might not. I will post some links and pictures here in a minute. :)

Yeah Raffaz is right i think, U have to double the speed to get DDR's actual speed, wish i could have 800mhz ram lol.
