OK, i have a 478 socket processor (1500mhz). I am going to upgrade my mobo (and maybe my processor) but i dont know what the difference is b/w the sockets. What does it all mean? What do i need to look for in a PCI-e mobo to be compatible with my processor?

Sockets 478, 754, 939, LGA 775 are the number of pins that the cpu is required to have in order to fit into the socket. BTW LGA 775 has the "pins" (more like flat contact points) on the socket itself. Thats why all the P4's (usually the prescott core) that use LGA 775 dont have any pins on it.

OK, so i dont wanna upgrade my processor (socket 478) but if i have to then i should go with the LGA 775?

Your MOBO will need to be replaced. The 775 is newer, and your MOBO is 478pin. IF you are gonna upgrade, do this, it is faster and better, and need I mention CHEAPER??
