I need help with my fan!

My fan has been revving like crazy and is VERY loud. I had someone build my computer and I'm not to good at these types of problems.

I installed motherboard monitor and I'm running 52 degrees on the CPU and 30 on the case. The fan speed is currently 4166 rpm.

What are normal temps and fan speeds?

that is about how hot my cpu is and my computer is quiet. just buy a new fan. or go into the bios and well i have a thing called like fan eq where u can adjust the speed of the fans
