How to permentaly delete files

how do u permentaly delete files without the use of a program?

recycle bin, and files are never permanently deleted, their space on the hard drive is just marked to be overwritten when you install something else

Format your hard disk LOL
When it is deleted and the recycle bin in empty, one you can defragment your drive and then if you know the file name, you can go into your registry editor and delete the trace there, because even if it is deleted, washed, destroyed, you would be surprised to see what traces you have in your registry!
