hiding my IP

okay
i seen a thread earlier
but that didn't get very far
and 3 days ago i bought the May 2008 Issue of PCWorld
they have an article in there about the ISP charging or limiting bandwidth to the higher bandwidth users
the ones that use a lot of bandwidth
we pay for the service, the fast service
not to get bent over
how do i cover my IP address?
i don't have any thing Illegal planned
just don't want to be slowed down by my ISP cutting my DL speeds
any help is appreciated

the article said that they were thinking of monitoring bandwidth and limiting the ones that use the most of it
its not just one company that is doing this
 
Why not just buy a static IP address from a provider?

Won't that solve the problem?

Although it will be expensive.
 
Would a proxy really work? Yes the website wouldn't know his true IP, but couldn't the ISP still count how many bytes of data are being streamed to his house since the data would need to then go from the proxy site to his house (thus his IP)?
 
would a proxie search engine work (vtunnel and get around engines?) of does it still keep your ip for the use of whomever???
