Hey guys, need some help ASAP

I got the computer I'm building for a guy to turn on, but I don't get any response from his Quadro nvs 400. It may be the video card. I have checked it multiple times, hopefully it's just a stupid error. The Scepter 21" LCD might not be compatible. HELP!
