A TV Out will just show your computer on the Television - you want to show you're television on your computer and to put programs on DVD?
To do that you'd need the USB (on a Laptop) WinTV Card System. That way you just put your aerial into the WinTV Box and you can save programs on your harddrive - then onto a DVD.
