Having a problem with my video card

Hi guys, i think my video card is going out on me. Its a XFX 5770. When I first boot up my system (homebuilt) it will start off like my screen went into dim mode, and after about 2 or 3 seconds it will be bright like it suppose to then sometimes it will do it again(but not always) then it clears up then boots into windows and stays fine from then on out.

may also be the power supply showing signs of weakening

well the voltages are on the mark. Im getting a 5.09, 3.26, 12.19. Could it still be the power supply?

I even wise out the drivers for the video card and reinstalled them and it still does it. Do ya'll think it might be the card fixing to go on me?

if you can test your PSU and its ok, then probably not. so I guess its going to come down to being the card or the monitor.
if you can test your monitor on a different system, or throw in another card to see if it still does it.
