They are for failures "PSU" wise. You can swap them out without powering down the server. Yes it is a good deal considering that alone the Windows Server 2003 license costs more than the computer. The hardware is good. Scout your options, if you need a "new" server then get a new server. Dell offers a variety of options. Watch yourself on craigslist for scammers.
