Your using PCI-E so AGP won't be available anyway, however, Direct Draw is a standard afair and should be working fine...
Looking on the Internet, it seems its Direct X at fault.
Have you got the latest 9c release?
Its failing on test 5 of the Direct Draw apparently.
Probably unrelated but found this on a forum that worked for them at least:
"Guys I fixed mine a wierd way. I found it online. Open windows netmeeting and then find Remote Desktop Sharing. Turn remote desktop sharing On, then off again. Then see if your agp and Direct Draw work. It worked for me for some reason. No clue why, Dell doesnt know either. But just try"
