Comm Ports

We recently had several power outtages in our area and one my computers ,still under warranty, failed to boot up when I tried it after the outtages. I spent an hour on the phone with the Mfg. service rep and that unit is being sent in for bench repair.

However I have a three year old computer that seems to be working fine with the exception the modem is not working ( I did try a second modem and it doesn't work either). When I run the dianostic on the modem a messsage comes up saying that another application is using the port. When I try to change the modem port number I get the same message no matter what number I try to change it to.

Is there some reset or something I can do or is there a problem with my motherboard maybe caused by the power problems?

Thanks for any help.
