Charging problem battery problem AHHH!!!! "BREAKS COMP"

Right anyways my comps weird oO now let me start with the problem

My battery says PLUGGED IN, NOT CHARGING but heres the kicker ! when ever I off the computer and keep the power plug the battery charges I mean the charging indicator doesnt show it just gives the battery power..and when I on it it doesnt charge!! .. Ok now the batter has 43% power left and the minute I pull the plug it doesnt take the power from the battery it just shuts off.. if I try to on the computer it doesnt it needs the power plug THOUGH THE BATTERY HAS 43 % CHARGE .. sigh

I brought a new battery 200$ >.> .. both batteries have the same problem

I have a dell XPS m1330 .. no other problems only this.
 
To put it simply: Your laptop only has energy when the battery is plugged into the wall. And you've said that you bought a brand new battery pack. Unless you were extremely unlucky and got a DOA battery pack I think the problem is with the communication between the computer and the battery pack. I'm not quite sure where (in the hardware) this occurs, but I think that's where (generally speaking) the problem is.
