I bought a product from an online retailer on the 10th. They put a 'pull' on the money (reduced the amount in my account without taking the money). Received the product on the 17th and the money got released back into my account?

So someone told me there is a law on how long retailers have to take a payment from an account, Anyone Know if this is true?

Or any other facts or theories of my predicament.
