you can allow certain sites to popup by giving them access in you popup blocker in I.E.

if you don't have an automatic popup blocker in I.E it's cause you don't have service pack 2 installed on your computer.

it could be hard to delete it, but check this:

start -> run -> msconfig -> startup

then google for the stuff that u don't know and try to find if there is some application that has to do with that pop-up. If u find one then uncheck it.
This won't delete it, but it will prevent it from starting up along with windows.

edit: damn, just noticed how old this is, y does everyone keep bringing these up!?

sounds like you have spyware malware on your computer

I would highly recommend you installing spysweeper and running it
they have a trail offer for 30 days which is plenty of time to find that winfix

Download spysweeper

run that in normal mode, if it doesnt find it
try rebooting and running it in safe mode by pressing f8 before you see the windows boot up screen, when you first turn on your computer.
than selecting safe mode

good luck
