Default User and Group Restrictions

Does anyone know how to set restrictions on specific users and/or groups? For example, disabling access to specific folders, run box, control panel, setting permissions on folders, etc. for a user or group and not the administrators. I am not on a network, by the way. I am using windows xp pro SP2.

With Windows XP you have to boot into Safe Mode log on to an Admin account right click the folder in question and click the Security then add the group and user names.
