I can't download/install anything on my computer, can someone help?

Hi, I've been browsing a while, and came across this site, thought maybe someone here could give me a helping hand. I've tried to download things, like games, programs, anything, and it shows that it's downloading to that certian location, but once the file is done, it isn't therer, and I do a scan of my computer, and it was never placed on my computer! I've done a system restore, fiddled around a bit but I can' figure out what the problem is. Has anyone else has this problem or know how it can be fixed? I'd appreciate anyone who could possibly help me. It gets annoying not being able to download programs or updates and things. I'm not sure if it's virus related or not. But I'm hoping someone can help me solve this problem.

What browser are you using? Are you hitting Save or Open when you click on the link to download? Is this on your home PC? Do you have Admin rights?
