Doing something with a hackers IP

Ok, when I find out a person who is trying to break into my computer via one of the security systems i have on my computer (norton antivrius or zone alarm),and i get their ip and what they were doing, ie port scanning or something like that, how can i take it to the next step?

how do i know if the port scanning was malicious?

how do i find out an approximate address of the hacker, just so i can warn them to stop?

basically i wnna know what i can do when i find out a hackers IP and what they were doing (lets say port scanning) how i can find out if this was actually a malicious attack and how i can track where the hacker is coming from.

I suppose the cheating way would be to just use norton's visual tracker system, to get the hackers location. With regards to the malicious nature question, I dont know. but if you get a lot of alerts in a short amount of time chances are high that you have alot of ports open that you dont want open.
