Default decrypt

i have a jpeg file i need to delete cept its encrypted or locked... i need to decrypt it or unlock it so i can delete it.

ive already tried properties tabs, and programs off of sites

Is it in an encyrpted folder? A quick way to tell is if the folder's name is green. If it is, just drag the file onto the desktop then delete it.
