4 Gig of Ram 2.99Gig useable?

The amounts sound right to me, it's just what windows itself uses to run on the machine.

It's not a hardware issue. The OS has to have room in the ram to do its thing. And that's protected. You're not going to be able to use that.
Wallpaper (desktop background) will eat up some ram also. If you have one turn it off and check the ram again.
Anti virus that runs in real time will eat some more as will any software that is running in the background.

Like I said in my previous post, it's just how it is. You're not going to get to play with all of the installed ram.
I have 16gigs of ram in my rig. I only have 11gigs available.

Agreed, it's definitely hard allocated.
I'm going to ditch this damn pc and get a better one. Nothing fancy but something I can upgrade the RAM to ridiculous levels for. That way Windows can take all the RAM they want and my machine will still run as fast as I need it to.

In my other thread I've talked about upgrading to another Small Form Factor PC. If anyone could comment on that it would be much appreciated.

I have 6GB and 5.7GB available in mine, I suspect yours is simply because of how much memory is allocated to the integrated graphics card.
