Once you start talking licensing, I get lost. Do you have a Microsoft Rep? If not I'd suggest you contact some vendors and get their opinions.
You will probably want to have a dedicated server running the Terminal Services. However, if you (and only you or the admins) just want to be able to remote desktop into your server to fix issues or make changes here and there, then you won't need any extra CALs.
