I use a combination of Premiere (work perk!) and believe it or not, Windows Live Move Maker for finishing, since it's easier to add text (for me) this way. Quality is up there, and the program utilizes my 6 core Phenom II every time. That's win.
Apple released Safari for free for Windows. They do not have a Windows version of iLife and I doubt they will ever release one. You will have to have Mac OS X if you want to run it.

Sony Vegas is one of the best video editors. But at first you should read or watch how to use it, it is not very difficult. But if you want to use something simple and free, try Virtual Dub.
