Desktop experiencing limited access

The desktop I use is cannot access the internet whatsoever. I've had to use my laptop to find solutions online. Can't really figure out this problem. I've tried many of the suggested solutions for getting rid of the 169 IP address, but with no success. I'm running a Windows 7 Ultimate and connecting to a Netgear N-600 router with the following:

Also, the USB adapter is definitely functional. I've tried it on a laptop and it had no problems connecting to the internet at all. Is the DHCP any part of the problem? I know that when I try to start it, I get an Error 5.

Try to give the static ip address and ping the gateway of your network.

Some time it may be the DHCP server issue.
 
I don't understand how to do that if I'm unable to get any internet connection with the desktop. Do you mean to do this on another system that can connect to the network, then apply that information to the desktop?
 
Ah, thank you for the link. I'll have to save it for another time, though. I was hopeful in thinking that it would solve my problems, but, unforunately, my lack of a functioning Diagnostics Policy Service seems to keep me from achieving a solution.
 
Thought I should update this:
I finally had the problem resolved. After employing many suggested solutions from google diligently, and failing, I directed my attention to my operating system. I was using a trial of Window 7 Ultimate at the time. Apparently, trial versions may cause some restrictions on computer use, such as internet access. All I had to do was activate the Windows 7 and I was able to get complete internet connection.
