Taking glare out of a photo..

Ok, so I have two cracking photos of some friends and family, which I want framed for mothers day. Only problem is, the photos have got some glare from a light in the background.

Would I be able to take this out in photoshop or anything? I will even pay someone like $15 to do it for me..
