I'm agreeing with Duck here, a little oprn is healthy!!! but I also agree with maurice, a lot does rot your brain and could lead to some social problems...

Anyway, the question at hand... I suggest that you set up a computer as a gateway machine and put a proxy server (such as privoxy www.privoxy.org) on it, that way your parents can see where everyone is going and filter whatever sites they don't want yuor little brother to see...

So far as going behind your parents back to decide what to do, I don't really think thats such a great idea, in this case it should really depend on how old your brother is, but also you should respect your parents wishes.
 
It seems that about two-thirds are against porn, it could be better, but not bad, at least it didn't go the other way.

People seem to stray from the topic at hand and come to assumptions..
In the case of my niece.. She was in chat rooms and has multiple blogs all over plus downloaded untill I came and set things up.

So yes It is important for parents to monitor this.. Some things shouldn't be said for the whole world to see.. I remember as a child we couldn't even talk on the phone unless my parents answered it and knew who it was.. Too many strangers could call.. And when we were left at home, my parents would call to make sure we wouldn't answer the phone.

Its simple to monitor.. And the child shouldn't have any problem with it unless he/she is doing wrong.. If he has the problem... Take the internet away.. At my mothers house I have blocked certain websites and keywords from the router so my niece can't use... simple things like the p2p programs, and download sites.. All this is in protective measures..

In six years she will be an adult and can do what ever she likes...
Parents need to take responsibility for their childrens actions. Simple as that.

So, another dik like Duk!, I take it by your comments, that you haven't got young brothers, sisters or young children yourself, if you have, god help them, I have a friend who rues the day that he didn't notice that his eleven year old son, was d/loading porn, by the time he was thirteen, he was using chat rooms, which led to him being raped by a known sex offender aged 66, my friend went to pieces, & became an alcoholic, that was three years ago, he is dry now, after six months in rehab, so, yes, it is very important to protect vulnerable young children, not something to mock or take lightly,
 
If you want to monitor all network traffic for all nodes inside your own LAN, you could perform a man in the middle attack on your own router. You can then run a packet sniffer to capture all packets sent to and from your own router. This will reveal all network traffic directed to your router from all nodes on the network. Alternatively, you can just intercept the packets directed to your brothers PC only.

I agree with Root as well, it depends on the kids age. If hes old/intelligent enough to outsmart the parents then hes probably old/intelligent enough to grasp what hes doing. as far as porn goes, are there guys here who claim they werent interested in looking at porn when they were boys?? If its porn then the parents could easily block him from looking at porn sites without monitoring his activities.
If the parents are concerned then they should speak to him and try to educate him about things and not be sneaky and spy on him and try to catch him doing something, why not get everything out in the open?
