Getting "operatoin timed out"

I'm using Serv-U app. and I'm trying to share files with others and for some reason the get an "operation timed out". Why is that? I have comcast high speed internet with a router. My windows firewall is off. I checked that box for users to download from me. I wondering if comcast block ports? Please Help!
