htaccess problem

Hello everybody.

I have a problem with my apache web server. I explain you my problem :
In the goal of installing the network monitoring software, I have created a .htaccess file in /usr/lib/nagios/cgi/ and /usr/share/nagios, with the arguments chmod 1664 and chown apache:apache .htaccess, and a .htpasswd file in /etc/nagios, with the same rights. After restarting the httpd deamon and logging to //127.0.0.1/nagios/, I obtain a message error (500 -> internal server error).
When I read the /var/log/httpd/error_log file, I see that the following message has been appeared :
"(13)Permission denied: /usr/lib/nagios/cgi/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable, ..."

I have tried a lot of possibilities, but I have falled in a broken arrow.

Please can someone help me (I'm becoming more and more pessimistic) ?!

(If someone can send me his httpd.conf file, if he wants, I would accept it with a big pleasure)

I give you another information, if it can help you.
This line ist extracted of the /var/log/httpd/access_log :
"GET /nagios/cgi-bin/outages.cgi HTTP/1.1" 403 303 "http://127.0.0.1/nagios/side.html"
(I have understood that /nagios/cgi-bin is the alias that I have defined in httpd.conf, and which is referred to /usr/lib/nagios/cgi/)

PS : And my operating system is fedora core 3.
