If you want to play around with developing ASP.NET applications, I would say try out the free IDE from Microsoft, web matrix. You can get it from http://www.asp.net . It's a good way to get started.

1, it's more secure because of the API, PHP has and open (and expliotable) API, whilst ASP has a layer in between the user and the API.

2, ASP.NET (ASPX) is compiled (JIT) and stored as a binary so it runs faster (over the dot net framework).
