Default putting a comment box in something

So I made this http://i80.photobucket.com/albums/j1...ssageboard.gif

and want to put a small comment box in it, iv seen people do it, but dont know how to get it there.

In a simillar way to how I suggested you set the back ground image, you put the image in a layer and then set that layer at a lower z-index level to the other parts of the document.
